What’s Being Delivered
The Shire is currently progressing multiple major projects across the East Pilbara, including:
Newman Youth and Community Hub
- A major community infrastructure project bringing together youth, learning, recreation and community spaces in one connected precinct.
Newman Airport Integrated Redevelopment
- A staged redevelopment to support safer, more reliable aviation services and long-term regional connectivity.
Newman Wastewater Treatment Plant Upgrade
- An essential infrastructure upgrade to support increased capacity, environmental compliance, service reliability and Newman’s long-term growth.
Cape Keraudren Boat Ramp Upgrade
- A coastal access and marine infrastructure project supporting safer boating, recreation and visitor use.
Alongside these major projects, the Shire continues to invest in roads, recreation facilities, community spaces and essential services across the East Pilbara.

Why Resilient by Design Matters
The East Pilbara faces unique challenges due to its size, remoteness, climate and its role in supporting Australia’s resources sector.
Resilient by Design connects major projects and guides how infrastructure is planned, funded and delivered. It focuses on safety, reliability, long-term capacity, suitability for remote-area operation and responsible asset management.
By coordinating project delivery, the Shire can better manage risk, sequence works efficiently and ensure infrastructure investments support each other over time.
How the Program is Being Delivered
Projects within the Resilient by Design program progress through structured delivery stages, including:

Construction and commissioning
Projects delivered under the Resilient by Design program are funded through a combination of Shire investment and external funding support.
Depending on the project, this includes contributions from State and Federal Governments and grant programs, allowing the Shire to leverage external investment while delivering essential infrastructure and community facilities across the East Pilbara.

Two major Newman infrastructure projects have moved from planning into delivery, with works now progressing on the Newman Youth and Community Hub and the Newman Wastewater Treatment Plant upgrade.
The Shire of East Pilbara officially broke ground on the Newman Youth and Community Hub on Wednesday, 20 May 2026, marking the formal start of construction at the future Hub site on the corner of Newman Drive and Iron Ore Parade.
The ceremony brought together community members, project partners and stakeholders to mark an important step forward for the project. Once complete, the Hub will bring together a community library, youth centre, recording studio, meeting rooms, recreation spaces and outdoor community areas into one connected precinct.
Site establishment works are now progressing, with temporary fencing expected to be installed around the Youth Hub site as the construction area is prepared for the next stage of works.
The Newman Wastewater Treatment Plant upgrade is also underway, strengthening essential infrastructure and supporting future opportunities for greater recycled wastewater use across Newman.
Together, these projects form part of the Shire’s broader Resilient by Design: Building a Sustainable East Pilbara initiative — a long-term approach to delivering integrated infrastructure and community projects across the region.
Community members may notice increased activity around project sites as early works and site preparation continue.

The Shire of East Pilbara’s major projects program is moving into a key delivery phase, with several region-wide projects progressing at the same time across inland and coastal communities.
The Newman Wastewater Treatment Plant Upgrade has been approved and is moving into design and construction, supporting long-term service reliability and environmental compliance.
The Newman Youth and Community Hub has completed planning and design, with the tender process now closed and submissions under evaluation ahead of construction.
The Newman Airport Integrated Redevelopment has completed design for the taxiway and apron extension and upgrade, with the tender process commencing soon for Phase 1 of the construction works. The terminal building upgrade is currently undergoing planning and design.
In the coastal part of the region, the Cape Keraudren Boat Ramp Upgrade is progressing to improve access and safety at a key recreational and tourism location, supporting regional visitation and community use, with planning and design underway.
Together with recently completed projects such as the Nullagine Pool, these works reflect a coordinated, region-wide approach to delivering essential infrastructure and community facilities across the East Pilbara.
